Graeme is a former Canadian diplomat and senior public servant whose 35‑year foreign‑service career spanned the Americas and Europe. No longer in government, he advises boards, speaks to business and policy audiences, and consults on hemispheric affairs, trade policy, and diplomatic leadership.

From 2019 to 2024 he served as Canada’s Ambassador to Mexico, guiding bilateral relations through the launch of CUSMA/USMCA, pandemic coordination, and major trade, security, and climate initiatives. Earlier postings include Permanent Representative to the Organization of American States in Washington, D.C. (2006 – 2010); Ambassador to Peru and Bolivia (1997 – 2001); and Minister, Deputy Head of Mission at the Canadian Embassy in Paris (2014 – 2019).

At Global Affairs Canada headquarters, Mr. Clark held senior roles such as Director of Mexico & North America, Director of Media Relations, Director General—and later Acting Assistant Deputy Minister—of Human Resources, and Legislative Assistant to two foreign ministers and the Prime Minister.

Before joining the Foreign Service in 1989, he worked as a teacher and journalist. He holds a BA (Hons.) in English and History from the University of Toronto and an MLitt in Modern Languages from the University of Oxford. Fluent in English, French, and Spanish, he continues to write and speak widely on diplomacy, economic integration, and Canada-Latin America relations.
